Senior ICT expert in the Authorisation Department of Information and Communication Technologies Authority of Turkey mainly dealing with regulation, authorisation, supervision of mobile communications operators and spectrum tenders in Turkey. Previously an electrical and electronics engineer at own company. Holds an MSc. in Electrical and Electronics Engineering from Middle East Technical University and an MBA from the University of Cambridge. Interested in consultancy in regulatory conformity and investment in communications.



- Ahmet Devrim Topal

Ahmet Devrim TOPAL is holding his position as Senior Project Manager in Turkcell since 2005 dealing with the strategic domestic and international investment projects and new technology analysis with more than 12 years of experience in Telecommunications. Prior to his current position he worked for Ericsson Eurolab GmbH, Aachen/Germany on Mobile Network Software Systems between 1999-2004.
 
He graduated from Middle East Technical University-Electronics Engineering Dept. Ankara, in 1995. In 1998 he was awarded a Post-Graduate Diploma on Digital Electronics from University of Sussex-Brighton, UK as a British Council-Turkish Educational Foundation Scholar and completed his MBA on Production Management and Marketing in 2010.



- Alan Hadden
President

Alan Hadden has 25 years experience in the mobile communications industry, and has been President of GSA since its formation in 1998.
Previously he was on the senior management team of a PCN/GSM 1800 operator (which became T-Mobile UK), involved in start-up, launch, and expansion phases. He assisted with discussions with key stakeholders and overseas regulators to establish 1800 MHz as a mainstream band for cellular and new mobile businesses. He represented the company at ETSI, the GSM Association and the UMTS Forum. Before that time Alan was Industrial Advisor to the UK communications regulator, working in the mobile communications field and represented views influencing regulation and standardisation at national and international level.

Claus Hetting from HETTING Mobile Industry Consulting (www.hettingconsulting.com) has worked in the mobile industry for more than 15 years. He has consulted to major operators in Europe, Africa, Latin America, and the Middle East. His work includes conducting business case strategy workshops and consulting projects for 3G mobile and beyond. He also works as a research analyst providing in-depth coverage of both technology and business trends in mobile worldwide. Mr. Hetting has worked for - among others - Nokia Networks at the senior management level.

Guenaelle Jestin joined Qualcomm back in 2005. She has started with QCT (Qualcomm Chipset Technology) then MediaFLO before to move to Qualcomm Corporate Engineering (ESG) in 2009, as a Program Manager for the European team. Qualcomm ESG supports operators worldwide in the evaluation, deployment and optimization of new wireless technologies. Guenaelle has 12 years experience in the mobile industry, from Infrastructure vendors, mobile phones through to network services.



- Hassan Claussen

Hassan M. Claussen has been working in the Telecoms and IT market for over 20 years. In the early 90’s, Hassan was heading sales & marketing operations in Hamburg (Germany) for one of the largest IT Consultants, Telemation (acquired in 2000 by Dimension Data).
In Portugal since 1996, Hassan started a new career in business development, training and consulting with international training experts, ComGlobal. During this time he provided valuable services to many individuals and enterprises in the area of IT and Telecommunications. The business he worked with was recognized for many years as a leading IT Consultant.
After 17 years experience in the Telecoms and IT markets, Hassan M. Claussen founded HanseCom Media & Communication in November 2004.
With HanseCom he is now working in the event management and organization industry specializing in the telecommunications and IT industry. Together with his team, Hassan focuses his expertise in developing profitable events, handling projects from design and research, to marketing and sales, through to speaker acquisitions and management running up to and on the day of an event.



- Meik Kottkamp
Technology Manager, Test & Measurement Division
Rohde & Schwarz

Meik Kottkamp is Technology Manager within the Test & Measurement Division of Rohde & Schwarz in Munich. He is responsible for strategic marketing and product portfolio development regarding LTE, HSPA+ and EDGE Evolution. Meik joined Rohde & Schwarz in August 2007. From 1996 – 2007, he worked for Siemens Mobile Communication Networks and Terminals in Munich and Berlin and later for Nokia Siemens Networks, respectively. During this time, he started in GSM base station product and release management. As standardization manager he was leading a group responsible for the Siemens standardization strategy in UMTS Radio Access Network Protocol Group (TSG RAN). Within the last years at Siemens Networks he was involved in predevelopment projects on broadband technologies Flash OFDM, WiMAX and HSPA+. After creation of Nokia Siemens Networks in early 2007 he joined the Long Term Evolution (LTE) product management group. Meik holds a degree of Electrical Engineering from the University of Hannover / Germany.



- Svetlana Skvortsova

Svetlana Skvortsova has started with Tele2 Russia in August 2010 as Strategy and Development Director in charge of the industry analysis, strategy planning and business development. Before that since the graduation from the Moscow Lomonosov State University she worked at LM Ericsson International AB with the responsibility for the new technologies introduction on the Russian market and the  CIS. In 2010 she went through a Program in Executive Business Marketing Strategy at the Kellogg School of Management. In 2006 was awarded Post-Graduate Diploma with Distinction in the Telecommunication Management from the Coventry University Business School covered by the British Council Scholarship. In 2005 as a consultant at the International Telecommunication Union's Strategy and Policy Department co-authored the Annual ITU Report "The Internet of Things".

The Author of ca. 50 articles in the  Russian Telecom Press.



- Uwe Loewenstein
Spectrum Technology Manager
Telefónica Germany

Uwe Löwenstein joined Telefónica back in 1997, when “VIAG Interkom” built up the 4th GSM network in Germany. Based in Munich, he is now responsible for the Telefónica SA activities in terms of spectrum management, frequency coordination and Electro-Magnetic Compatibility (EMC). In addition he supports the Telefónica local operating businesses in their representation towards the national Regulatory Authorities.
To fulfil this task, he is active in various national and international standardisation / spectrum fora within ITU, CEPT, 3GPP and ETSI to support and monitor the development in the areas of mobile technologies and new emerging technologies like cognitive radio, near-field communication and new wireless access (e.g. IMT-Advanced).
As Telefónica representative at ITU-R WP5D (formerly WP8F) and ECC/CEPT PT1 (both responsible for IMT-2000 and IMT-Advanced) he is involved in the follow-up of WRC-07 and preparation of WRC-12.
 



- Volkan Sevindik
LTE Expert/Consultant

Dr. Volkan Sevindik is currently working as technical manager of systems engineering department at Azimuth Systems Inc., Massachusetts, USA. He is also working as LTE Expert/Consultant at LTE Portal Broadband solutions Inc., Silicon Valley, CA, USA. Dr. Volkan Sevindik worked at Airvana Network Solutions for 3 years before he joined Azimuth Systems, where he has developed software systems to analyze the key performance indicators of CDMA 1xEVDO networks. At Airvana, he performed RF tests for coverage and capacity optimization of CDMA 1xEVDO networks for Verizon and Sprint. He developed and performed various important network performance test cases for Femtocell product of Airvana. He developed new scheduling algorithms for Femtocell product. Dr. Sevindik is deeply interested in next generation wireless telecommunication standards/technologies with a special focus on quality of service (QoS) improvement techniques. Dr. Sevindik’s PhD research included admission control, scheduler design, traffic classification, radio resource management at 3G/4G cellular wireless networks. He is author of several technical journals, conference papers, and a book chapter. He has 2 US Patents in the area of packet scheduling algorithms in LTE networks.



- Wim Sweldens
President, Wireless Product Division
Alcatel-Lucent

Wim is President of Alcatel-Lucent’s Wireless Division and has responsibility for the company's Radio Access Product lines, spanning 2G, 3G and 4G, including the award winning lightRadio ™ product portfolio.

Prior to this appointment, Wim was Vice President of Network Technology and Alcatel-Lucent Ventures within Bell Labs.  In his role as VP of Network Technology, Wim led a cross company team which took the company’s Applications Enablement strategy from paper to practice. This strategy allows service providers to open and leverage their networks for the development of new services and applications.

As founder and leader of Alcatel-Lucent Ventures, a strategic, new business incubator and investment division inside of Bell Labs, Wim managed the lifecycle, from concept to commercialization, for 8 ventures, ranging from enterprise & consumer applications to groundbreaking mobile innovations for operators, to technology platforms. Under his leadership, the group garnered numerous kudos in the industry, including 13 awards for innovation, achievement, and leadership including the CDMA Industry Achievement Award and two CTIA Emerging Technology awards.  The Ventures Group has defined new corporate venturing best practices that redefine how an agile venture is managed and operated within a corporation. Wim and his team brought to market the innovative 9900 Wireless Network Guardian. A groundbreaking product, it brings real-time visibility into the effects of data traffic on the mobile network, a critical need for today’s operators.  

Prior to Alcatel-Lucent Ventures, Wim served as Vice President of Computing Sciences Research at Bell Labs as well as led Bell Labs China.  

An innovator at heart, Wim developed several image compression algorithms including the one used in the jpeg 2000 standard. He authored and co-authored numerous technical papers and was a member of Technology Review's inaugural class of Young Innovators, the 1999 TR100. Global Telecoms Business selected Wim for its "Power 100 of 2009” list for his customer focus, attention to excellence, and accelerating ideas to market.  He is a fellow of the IEEE and member of the Royal Belgian Academy of Sciences.

Wim received his PhD in Computer Science from the University of Leuven, Belgium.



- Yakup Kadri Yazarel
ICT Expert from Spectrum Management Department
Information Technologies and Communication Authority

Received BSc and Msc degrees from Bilkent University, Ankara and continuing PhD studies at METU, Ankara all in Electrical and Electronics Engineering. Works as an ICT Expert at Spectrum Management department of Information and Communication Technologies Authority of Turkey. Previously worked at ASELSAN A.Ş. Interested in GSM/UMTS & R/L frequency planning and international frequency coordination.



- Dr. Yuefeng Zhou
Vice President of Huawei LTE Business Unit
Huawei

Dr. Yuefeng Zhou is the vice president and chief operating officer of LTE wireless network in Huawei. He is responsible for the overall management of Huawei LTE Product business, including research and development of infrastructure, management of marketing, manufacturing, and customer service. Dr. Zhou has more than ten years experience working in the wireless communication field. He has been honored with Huawei President Award in 2011, and received the Fujitsu President Award in 2007 for his excellence and outstanding contribution for wireless communication network.

Dr. Zhou received the B.Eng. (1996) and MSc (2000) degree from Xi’an Jiaotong University, Xi’an, P.R.China, and the Ph.D. (2005) degree from the University of Edinburgh, Edinburgh, U.K.
