>>Agenda >>Day 1
05 - 11 - 2008

>>09h00 | 09h30 Reception & Welcome coffee>>

>>09h30 | 09h40 Welcome Message & Opening of the FTTH Forum 2008>>
  Hassan M. Claussen, HanseCom Media & Communication

>>09h40 | 10h10 Keynote Address>>
  Luis Magalhaes, UMIC

>>10h10 | 10h40 Crossing the chasm to mass market fiber>>
  * FTTH in Europe
* FTTH and Regulation
* FTTH and Bandwidth
* FTTH Market-Drivers
* FTTH and Environment

This presentation will explain why FTTH is on its way to become a mass-market-technology in Europe. The presentation will consist of four chapters:
-          market-situation in Europe: a detailed analysis of the FTTH-market in Europe including the latest market data of homes connected and homes passed. The statistics will show in which countries FTTH is already deployed and the reasons for this will be discussed
-          market-development in Europe:  further to the statistics the presentation will give a deep insight in the changes on the FTTH-market in the last 18 months. Projects in France, Slovenia and other countries involve the incumbent operators and will have high impact on the FTTH-situation in Europe in the next years
-          market-drivers: this section of the presentation will discuss the European understanding of broadband-services and which products and services are thought to be drivers for FTTH. In addition the environmental impact of broadband-networks can help FTTH to accelerated deployments
-          case-studies: the last section of the presentation shows some actual case-studies

The presentation will be done on behalf of the FTTH-Council Europe.

Joeri van Bogaert, FTTH Council Europe

>>10h40 | 11h00 Coffee Break>>

>>11h00 | 11h30 FTTH Worldwide Status: Business Model Issues>>
  The presentation will deliver first a worldwide panorama on FTTH/B. The Japan FTTH market, the leader (more than 10 million FTTH/B subscribers), and the US one (deployments of RBOCs) will be described. Then we will focus on European market.
We will then focus on FTTH cost models and examples with a special focus on France current deployments.
FTTH cost model for France will be presented
Main drivers for FTTH will be identified
The cost model will be presented for 2 main FTTH technologies: GPON and Ethernet P2P.
We will stress key issues to be solved for an FTTH deployment success in Europe: outside plans FTTH infrastructure sharing and FTTH wiring inside the Buildings.

Roland Montagne, IDATE

>>11h30 | 12h00 Delivering Very High Speed Broadband: status and policies>>
  In its recently published draft regulation on “regulated access to Next Generation Access network”s, the EU commission emphasizes that fiber-based very high speed broadband is a key community objective to further develop the European economy and answer to consumer’s demand for content and higher speed access.

This presentation maps the very high speed dynamic worldwide and focuses on main stakes and policy guidelines for European countries.

André Merigoux, Alcatel-Lucent

>>12h00 | 12h30 FTTH & Permanent Access to Fibres>>
  Daniel Boucher, Acome

>>12h30 | 13h00 Creating XttH blueprints; make tactical decisions right.>>
  TNO’s PlanXs Tool helps speeding up XttH planning and saving investment costs by making blueprints automatically. These blueprints provide answers the following questions:

* Which street cabinets should I activate with VDSL2 equipment such that the desired number of customers can meet the desired bit rate.
* How should I create fibre rings or stars between these points?
* How should I make sure that this is done in a cost efficient way?
* How should I prepare my VDSL2 network for a possible FttH roll out later?

Frank Phillipson, TNO

>>13h00 | 14h30 Lunch>>

>>14h30 | 16h00 Panel Session>>

Panel Session:
Key Legislative and Regulatory Issues Affecting Fiber Projects

This panel will address the key legal and regulatory issues that affect public and private FTTH projects. During the panel we will review the recent orders, regulations and decisions, and discuss the ongoing litigation and possible long term fallout

Moderator: Yves Blondeel, CEO T-Regs

Participants:
Eric Heitzer, HanseNet (Germany)
Chinyelu Onwurah, Ofcom (UK)
Nigel Hickson, Department of Trade (UK)
Roland Montagne, Idate (France)
Antonio Lobo Xavier, Sonaecom (Portugal)

14.30-14.50
Next Generation Competitive Broadband

* Next generation access – where are we?
* Wholesale access to enable competition.
* Is effective competition possible without ownership of the local loop?
* Does Ethernet have a role in the access?
* Identifying and evaluating competitive attributes of Ethernet active line access.
* Plotting a roadmap towards a universal wholesale  Ethernet  active line access.

Chinyelu Onwurah, Ofcom

14.50-15.10
Maintaining infrastructure based competition in NGA networks.

* Alternative operators have invested heavily in local loop unbundling since 1998.
* NGN restructuring poses a threat to ULL-based competitors and competition in general.
* The incumbent and the regulator still have to define a framework for NGA.
* Compensation for sunk investments at the MDF and adequate pricing for ducts, dark fibre, and subloop are essential.

Eric Heitzer, HanseNet)

15.10-15.30
Nigel Hickson

15.30-16.00
round table discussion

>>16h00 | 16h20 Coffee Break>>

>>16h20 | 18h15 Panel Session>>

Panel Session:
FTTX Operator Business Models & Case Studies

This session will present real case studies and will show how to implement and profit from FTTx environments. Here delegates will understand, where and how to pay attention in developing realisic plans for FTTx businesses

ModeraTor: Stefan Stanislawski, Partner Ventura

Participants:
Miguel-Angel Acero, Aggaros (Spain)
Uros Lozar, IPS (Slovenia)
Antonino (Toni) Ciccardi, Telecom Italia (Italy)
Eric Heitzer, HanseNet (Germany)

16.20-16.40
Alternative Business Models for FTTx and Key Success Factors
This presentation will describe the alternative commercial strategies observed in FTTH projects. The models draw on the author’s experience ranging from Sweden to the Middle East and from city-wide deployments by a utility to single residential property development.  The paper will provide a layered structure and refer to examples.  Success in the end however depends on attracting customers and the presentation will provide some example of successes and why they worked for the particular FTTH business model.

Stefan Stanislawski, Ventura

16.40-17.00
Asturias: The first  FTTH network in Operations in Spain. A success history.
