Intensive work is presently spent on the implementation of the Digital Agenda and deployment of the new fiber-based broadband network in Sweden. Traditionally, broadband investments have been evaluated primarily from a telecom operator perspective. For the public interests, however, economic growth and impact on the public sector are crucial success factors to be taken into account. For this reason Swedish Government’s Broadband Council had commissioned Research Institute Acreo to conduct a study on the values of broadband for the public sector.

The study is based on Acreo’s research projects and Acreo’s survey to municipalities, city networks and housing organizations. It investigates the influence of fiber-based broadband on economic growth in Sweden, on the national level as well as in individual municipalities, showing significant correlations between fiber and socioeconomic development. The conclusions of the report are that fiber does promote economic growth and that it is not enough to trust on the market, because the market just looks on traditional return of investment.

Manchester in the UK sees Next Generation Access (NGA) digital infrastructure as essential to underpin urban regeneration and economic growth. Over the past 10 years Manchester has been developing its Digital Strategy around a commitment to become a ‘Smart City’ based on creating a more inclusive, creative and sustainable city through innovative uses of digital technologies. Manchester is currently working on the deployment of a open access (P2P) Fibre to the Premises network to connect people and businesses in its ‘Corridor Regeneration Area’ (in the south of the central city) as a digital hub which will support Future Internet enabled services as part of the Manchester Living Lab initiative. This draws extensively on European best practice and Manchester is trying to develop this in spite of the challenges of the UK market environment.
